Before the development plan is implemented and further areas of lands rezoned I would suggest you check with the electrical grid distributors and operators to confirm their is sufficient capacity to meet the additional development. Lusk currently experiences regular black and brown outs and no doubt their is some upgrades required to the electrical infrastructure serving the town to allow for further development to continue.
