The attached submission by RPS Group on behalf of Green REIT (WESTEND) Ltd. is summarised as follows. This submission seeks that the new Plan addresses the following items as proposed within the Draft Plan: Expansion of Core Retail Area. Rezoning of Verona Clubhouse and Sport Pitches to ‘MC – Major Town Centre’. Acknowledgement and references to the Blanchardstown Urban Framework Plan. Metro West Route.
Lack of clarity has been an obstacle in seeing the complete picture of what is to happen over the coming months & years.
Proposed a Culturlann/Irish language Cultural centre, possibly on site of Gaelcholáiste for D15 due to open in Luttrelstown in 2017
"permitted in Principle" options are in conflict with good planning governance as set out in the zoning objective to prevent conflict
The distributor road between Skerries and Balbriggan should be more direct so that it misses the narrow, winding section.
Some Indicative Cycle/Pedestrian Routes that are inconsistent with local geography.
There should be a continuous footpath and, ideally, a cycle path between Skerries and Lady’s Stairs to improve accessibility of Ardgillan Demesne. The footpath/cycle path will be used by Skerries residents but this scenic coastal route is also an obvious component for the Fingal Coastal Way. At a minimum, the footpath should extend to Barnageerah Cove to help connect Barnageerah Cove with the rest of Skerries. At Lady’s Stairs, there should be a “Lady’s Ramp” so people with limited mobility or wheelchairs who come by bus, or people with buggies or bicycles who come by any means, can easily access Ardgillan Demesne from the R127.
The Development Plan should refer to the completion of the Balbriggan-Skerries Coastal & Rural Circulation Route (BSCRCR)
The Development Plan should recognise and promote co-working spaces away from 'large schemes', so more co-working spaces would be created, and more of the knowledge workers in Fingal are able to work closer to home, with resulting social, economic, and environmental benefits for Fingal.
Experience has shown that large retail units have the potential to take business away from traditional town centres. This must be avoided if the character of these towns is to be protected.
References to the Fingal Coastal Way must include both pedestrian and cycling functions where appropriate.
The plan does not reflect the needs of our young population.
Performance and Exhibition spaces are key infrastructure when it comes to supporting the cultural heritage of Fingal. This is not reflected in the draft Development Plan in relation to Skerries.
The draft Dev Plan contains no reference to the Town Park Masterplan
The provision of a swimming pool should remain a high priority goal for the development of Skerries.
The development of an off-road cycle and pedestrian track linking the Ballast Pit path to Skerries Point would be a key part of an active travel network for residents and visitors and contribute to Objective SKERRIES 10. The land on which the path can be constructed is in public ownership. As traffic and parking on the Distributor Road increase, there is a growing need for a safer route for people who wish to walk and cycle to destinations adjacent to this road.
In a town designated as age friendly the potential to devise safer active travel routes for everybody should be exploited.
General Employment Zoning MP 5.D is inappropriately situated and should be moved.
Dublin 15 is one of most diverse area in state, it is apparent that there is a significant unaddressed need for diverse places of worship that enables each faith community access to a place of worship.
The greater Blanchardstown area has accommodated significant population growth over the last 20 years. One of the aspects of this growth was the shortage of reserved school sites to meet the expanding population. The approach taken by Fingal County Council to date is fundamentally flawed, in predicting and reserving sufficient sites to meet the demand for our growing population.

The majority of the local boundary hedgerows, which were once common and part of the local character and setting, have already been lost.
There is ongoing development in this well established area.

These areas are actively used by the public as open spaces.
My land along with my adjoining neighbors has been omitted from the rezoning allocation. I suggest this to be changed in line with the whole lane which has been rezoned (Objective RA proposed development) this rezoning is all around us with the exception of our land. To leave our little section as a greenbelt amongst such development to the front and side of our property doesn’t make a whole lot of sense when you consider that there is a commercial zone to the rear of our property also. If you were to change this zoning to residential/development it would satisfy further and growing local housing demand in Malahide. There are constant discussions across the media around housing and or lack of it, especially in sought after areas. Here we are offering you a further opportunity. As our suggested development is of a very small scale we would request for you to look at even rezoning this area as a ‘Low density zoning’.
The increase from 1uph to 2uph at this part of the Old Carrickbrack Road is in line with the established character of the area and provides for an appropriate transition between relatively small plots to the west and the larger plots to the east and north of the road.

We need a qualified proactive harbour master and staff to cooperate with harbour users.
Complete a structural survey of the bridge during the lifetime of this development plan and determine the costs for its reconstruction.
There is a lack of cycling infrastructure linking Castleknock and the Royal Canal cycle route.
