Green space

The green belt currently existing between Rush and Lusk to be maintained enhanced where possible during the lifetime of this development plan.

All Green Space required under planning conditions to be delivered physically within a planning submission and no
contributions to be accepted in lieu of Green Space.

The green space for Goldenridge estate to be taken in charge and developed.
The potential green space in Palmer Avenue to be zoned as public and taken in charge.
Green space for Kenure Gate estate to be provided for.

Tourism, Marketing Town Tradition, Harbour

2.  Encourage the promotion of sustainable tourism in Rush, facilitate the development of local tourist amenity
facilities and speci.cally the development of hotel facilities in the town of Rush.
3.  Complete the works recommended in the Rush Urban Framework Plan within the lifetime of this development
plan.
6. Provide measures to assist with the regeneration of Rush Harbour, provide a marine slip way at Rush Harbour.  Repair the harbour wall top level, resurfaced in old stone. To include safety railings and seating for viewing.
7. Facilitate the provision of a Tidal Swimming Pool.
22. Promote and encourage the introduction of a Local Food Festival. This would help maintain Rush’s national market
gardening tradition.
24. Develop an active Recreational Hub on open space lands north of St Catherine’s or earliest available lands, to serve
Rush and the surrounding area in the lifetime of the development plan.
29. Examine the feasibility of developing a Marina and auxiliary and associated facilities at Rush designed and built-in
accordance with sustainable ecological standards. Such consideration shall take cognizance of a wider study into
marina development along the Fingal coastline (Objective ED82, Chapter 6: Economic Development refers)
30. Provide for and facilitate the extension of the existing Cemetery at Whitestown including the development of a
Cemetery car park and associated footpath linking the graveyard.
34. Rush Tourism has identi.ed the lands at Knockdromin (derelict house sitting on 30 acres of land Folio Ref 181348F)
as providing the perfect public space to foster and nurture the health and wellbeing of the citizens of Fingal. This
site will also satisfy the criteria laid out in Themes 2 & 6 Climate Action & Greenbelt Infrastructure & Natural
Heritage. Once acquired by the Council a community tree planting initiative can be launched in addition to
community participation in restoring and renovating the onsite gate lodge house and sheds for artisan food and
crafts. This land will link favourably to the new Rogerstown Park in addition to the proposed Fingal Greenway and is
near the Rush / Lusk train station oDering easy access to both local and neighbouring villages.
 

Infastructure

Ensure that the infastructure is in place to accomodate current and additional housing.  
Increase cycle lands and create cycle ways for kids to go to school and sporting facilities.

42. Upgrade the R128 road from Rush to Lusk.
4. Provide age friendly facilities for the town of Rush, including dedicated car parking facilities, appropriate
pathways, and seating.
5. Provide for further car parking near the Mainstreet, Rush.
9. Preserve and improve the coastal amenities of Rush including the creation of a coastal walkway from
Rogerstown Estuary to Rush Harbour to Rogerstown Park as part of the Fingal Coastal Way.
10. Wheelchair accessibility points to be delivered in the lifetime of the county development plan for the three
beaches in Rush namely the North Beach, Harbour Beach, and South Beach.
12. Provide further car Parking facilities at the North Beach, Rush. By Fingal County Council acquiring a suitable site
for this purpose.
15. Develop further Heritage Trails in the town and surrounds of Rush with community groups.
18. Provide for a bike rental scheme in and around the vicinity of the Rush Lusk Train Station to promote tourism in
the catchment area.
19. Promote and facilitate the operation of a local electric looped shuttle bus service connecting outline estates to
the Rush town centre and the Rush / Lusk train station.
20. Promote high quality bus transport links between Rush and Dublin city centre.
25. Upgrade the R128 to accommodate an independent walk/cycle lane from Rush to Lusk.
26. Promote and facilitate the development of a linear park along the Brook Stream east of Skerries Road, to the
North Beach.
28. Provide a walkway and open space along the Brook Stream, Rush west of the Skerries Road.
35. The pedestrian crossing over the Brook Stream, Rush to be delivered at an early stage of the planned Coastal
Greenway.
37. The upgrade of the current Blakes Cross junction onto the R132 to take place within the .rst three years of the
county development plan.
38. A new exit onto the M1 to be provided in the vicinity of Blakes Cross and the beginning of the Lissenhall dual
carriage way to provide easier access for the populations of Rush, Lusk, Donabate and Skerries currently approx.
45,000 population to the M1. This infrastructure is to be provide in advance of any future developments to the
Lissenhall Roundabout which currently consists of realignment from the Donabate side to allow access for the
population of the proposed extra 4,000 housing units to be built in Donabate as well as the planned Park and Ride
complex at the Roundabout due to be delivered along with the Metro system. The reduction of the R132 from four
lanes down to two on the Swords side of the Lissenhall dual carriage way also needs to be considered when
delivering this infrastructural project.
40. The Rush Western Bye Pass Road should be designed and completed within the lifespan of the development
plan.
 

Market gardening tradition

1. Facilitate the development of Rush as a vibrant town and retain its market gardening tradition.  It is important for local food supply and self sufficiency that the council maintain zoning for farm produce.  Any erosion of farmland for houisng impacts on the sustainability of the community.   We need to build on and increase our market garneding tradition.

23. Promote and facilitate the development of enterprises and business uses to encourage local employment
opportunities and provide for local working hubs.
 

Drumanagh historical site to be enhanced

8. Protect the Range Wall adjacent to Rush Harbour.
16. Encourage the restoration of the former Windmill (Mill Bank) as a tourist amenity.
17. Protect the Rush / Lusk Train Station buildings for tourism reasons.
21. The historical significance of the Drumanagh should be pursued and opened as a tourist attraction.
To preserve protect and enhance the local holy and historical wells within our village, to ensure these are marked
with signage and seating so future generations know where they are and their importance to the history and
heritage of our village.
 

Water quality

27. A water quality survey to be carried out on the Brook Stream & St Catherine’s Stream, Rush in the .rst three
years of the development plan.
31. Connection of the Rush mains sewage network be provided in the lifetime of the development plan for the
housing adjacent to the North beach Rush covering the area from the Six Cross Lanes / R128 junction to the Brook
stream where it enters the North Beach.
32. The area of the Sundrive Road currently remaining unconnected to the Rush Sewage network to be connected
to the mains system in the lifetime of this Development Plan.
36. The construction of a secondary culvert along the Channel Road be constructed and completed to protect the
properties at risk of Fuvial Fooding along the West Rush Stream as detailed on CFRAM and the 2017-2023 Strategic
Flood Risk assessment for Fingal Development Plan 2017-2023 item 6.1.7 Rush.
