Rural cluster zoning

I would like you to withdraw the Grougha Rural Cluster from the development plan and return it to an RU zoning which it always was before the last development plan. I feel it has no merit in being a rural cluster. This cluster according to the planners stops me from building on my land which is ironically more of a cluster than the Grougha cluster. It is the red x on the screenshot provided.
