Draft River Basin Management Plan – Areas for Action

The Water Framework Directive (WFD) was adopted by the European Union in 2000 to establish a framework across member states for the protection and improvement of natural water bodies which include; rivers, lakes, estuaries, coastal waters, transitional waters and groundwater.  Its overall objective is ‘to achieve good ecological status in all waters’.

Compliance with the WFD is to be achieved through River Basin Management Plans and a Programme of Measures.  The draft River Basin Management Plan 2018 – 2021 was published in February 2017 and was open for public consultation until 31st August 2017. During this time the Local Authorities Water and Communities Office (LAWCO) convened a public meeting in each Electoral Area to engage with communities and other stakeholders.

In May 2017, Fingal County Council, the EPA and public authorities engaged in Catchment Assessment Workshops.  The purpose of these workshops was to review each of Fingal’s ‘at risk’ and ‘at review’ waterbodies and using the scientific, technical and local knowledge of the relevant agencies to identify ‘Areas for Action’ within the county.

The details of the process are outlined in the draft EPA report ‘Report on Midlands and Eastern Region Catchment Assessment Workshop for Midlands and Eastern Regional Water and Environment Committee’, dated August 2017.

Three areas for action were identified which represent a range of achievable short and medium term measures for improvement of waterbodies in the county.  These are located at:

  • Rogerstown Estuary;
  • Upper Tolka and;
  • Santry/Mayne River.

Fingal County Council would like your feedback on these areas for action by November 1st 2017.
