We welcome your submissions to the
draft Dublin Airport Local Area Plan 

 

 

Pursuant to Section 20 of the Planning and Development Act 2000 (as amended) notice is hereby given that Fingal County Council, being the Planning Authority for the area, proposes to make a Local Area Plan (LAP) for Dublin Airport.  

The Draft Dublin Airport Local Area Plan 2020 – 2026 comprises a written statement and maps and is accompanied by: 

  • A SEA Environmental Report on the likely significant effects on the environment of implementing the Local Area Plan - pursuant to the Planning and Development (Strategic Environmental Assessment) Regulations 2004-2011;
  • A Screening Report for Appropriate Assessment pursuant to the EU Habitats Directive (92/43/EEC); and 
  • A Strategic Flood Risk Assessment and Surface Water Management Plan pursuant to Section 28 of the Planning and Development Act 2000 (as amended).
Public Display

A copy of the draft Dublin Airport Local Area Plan and accompanying SEA Environmental Report, AA Screening Report and Strategic Flood Risk Assessment and Surface Water Management Plan are being placed on public display and may be inspected from Tuesday 03rd September 2019 to Tuesday  15th October 2019 (both dates inclusive) during normal opening hours (Monday to Thursday 9am to 5pm and Friday 9am to 4.30pm) at Fingal County Council Offices at County Hall, Main Street, Swords, Co. Dublin and at Fingal County Council Civic Offices, Grove Road, Blanchardstown, Dublin 15 and in Fingal Branch Libraries during normal opening hours for each library. Strategic Environmental Assessment (SEA) and Appropriate Assessment

In complying with SEA Directive (2001/42/EC) and the Planning and Development (Strategic Environmental Assessment) Regulations 2004 to 2011, Fingal County Council has carried out a SEA Environmental Report on the likely significant effects on the environment of implementing the Local Area Plan.

A Screening for Appropriate Assessment pursuant to Article 6 of the EU Habitats Directive 92/43/EEC has been carried out and Fingal County Council has determined that a full Appropriate Assessment is not required.

Making a submission

Written submissions or observations in respect of the draft Dublin Airport Local Area Plan and accompanying SEA Environmental Report, AA screening report and Strategic Flood Risk Assessment and Surface Water Management Plan can be made in writing no later than 5.00pm on 15th October 2019

Submissions should be in ONE medium only i.e. in hard copy or online or E-mail. Submissions should include the full name and address of the person making the submission, and details of organisation, community group or company represented where relevant. Children or groups or associations representing the interests of children are entitled to make submissions or observations to the proposed LAP. 

Submissions should be clearly marked ‘draft Dublin Airport Local Area Plan’.

Make a written submission 

Written submissions or observations marked ‘draft Dublin Airport Local Area Plan’ should be emailed to devplan@fingal.ie or submitted to the Senior Executive Officer, Planning & Strategic Infrastructure Department, Fingal County Council, County Hall, Swords, Co. Dublin K67 X8Y2.

All submissions or observations made from 03rd September 2019 to 15th October 2019 (5.00pm) inclusive with respect to the draft Dublin Airport Local Area Plan and accompanying SEA Environmental Report, AA screening report and Strategic Flood Risk Assessment and Surface Water Management Plan will be taken into consideration by the Council before the making of the Dublin Airport Local Area Plan.  

Submissions received will be published on Fingal County Councils consultation portal. Also, the Chief Executives Report on submissions and observations received will include the names of those who made submissions or observations and will be included in the minutes of Council meetings and subsequently published on Fingal County Council’s website. 

The details including the names of those making submissions may be shared with relevant Council Departments or their agents involved in the making of the Local Area Plan and may form part of reports linked to the making of the Local Area Plan.
