A Consultation on Aircraft Noise Regulation for Planning Application F23A/0781 at Dublin Airport

Who we are and what we do

The Aircraft Noise Competent Authority (ANCA) monitors the impact of aircraft noise in the communities around Dublin Airport and regulates where necessary.

ANCA assess proposals for development at Dublin Airport to ensure the noise climate is appropriately managed. As part of these assessments, ANCA facilitates community and stakeholder participation.

ANCA is a separate and independent directorate within Fingal County Council and is committed to delivering the highest possible quality of service.

The airport authority for Dublin Airport (daa) has submitted a planning application to Fingal County Council, seeking permission for development at Dublin Airport that includes:-

1. An increase in the permitted passenger capacity at the airport from 32 million passengers per year to 40 million passengers per year.

2. The provision of infrastructure at the airport under 11 project headings.

Why we are asking for your views 

ANCA has assessed the potential aircraft noise impacts of the proposed development and has prepared a draft Regulatory Decision setting out measures to mitigate those impacts. If planning permission is granted by the Planning Authority, the applicant will be required to implement appropriate noise management measures to reduce the effects of aircraft noise arising from the development. The individual parts of this consultation

There are four parts to this consultation. 

1. Noise Abatement Objective for Dublin Airport (NAO)

2. Draft Regulatory Decision (DRD) and Report

3. Draft Environmental Report for the purposes of Strategic Environmental Assessment of the NAO

4. Draft Environmental Report for the purposes of Strategic Environmental Assessment of the Regulatory Decision (RD)

As part of the assessment, the NAO for Dublin Airport has been updated to reflect the airport's future operation with three runways. The amended objective sets out ambitious and beneficial aims for managing aircraft noise at Dublin Airport. It is supported by a report that explains the review undertaken and the reasons for the proposed changes.

The assessment also identified noise mitigation measures for inclusion in a final decision on planning application F23A/0781 by the planning authority (whether or not that decision is to approve or refuse permission for the development). These measures are contained within the DRD. The DRD is accompanied by a report that explains the measures and why they have been selected.  

The NAO and RD have been assessed for effects on the environment. ANCA has carried out Strategic Environmental Assessment for the NAO and RD. The SEA Draft Environmental Reports for the NAO and DRD are available for public inspection and comment. Screening for Appropriate Assessment for important European habitats (Natura 2000 sites) has also been carried out for the NAO and RD. Through this process, ANCA has determined that full Appropriate Assessments are not required. Your views in respect of the draft Regulatory Decision will be considered within the scope of the aircraft noise assessment of the planning application for Dublin Airport (F23A/0781). ANCA can only address submissions or observations that come within the remit of the authority in the specific context of this planning application.

What happens next

ANCA will consider all submissions and observations before finalising the relevant documents. Once the Regulatory Decision has been made, we will prepare a final report outlining the reasons for the outcome. A copy of the Regulatory Decision will be sent to the email address provided with your submission. The determination, together with the reasons for it, will also be published on the ANCA website at www.fingal.ie/aircraftnoiseca

A Regulatory Decision made by ANCA must be incorporated into the planning authority’s decision on the application, whether permission is granted or refused. The Planning Authority’s final determination may be appealed to An Coimisiún Pleanála by any person who made written submissions or observations to the Planning Authority on the planning application, or to ANCA on the draft Regulatory Decision or related report as part of this consultation.

How we will process and use your data

ANCA will prepare and publish a report that summarises the issues raised in this consultation.
