Variation of Fingal Development Plan 2017 – 2023

Proposed Variation no. 2

Alignment of the Fingal Development Plan 2017 – 2023 with the National Planning Framework (NPF) and the Regional Spatial and Economic Strategy (RSES).

Notice is hereby given pursuant to Section 13 of the Planning and Development Act 2000, as amended, that Fingal County Council has prepared a Proposed Variation of the Fingal Development Plan 2017 –2023 in respect of the following:

Variation No. 2

It is proposed to vary the Fingal Development Plan 2017 – 2023 in response to the publication of the National Planning Framework (NFP) and the Regional Spatial and Economic Strategy (RSES). Proposed Variation No. 2 will result in the following changes:

  1. Amendments to the Core Strategy and associated tables in the written statement; and

  2. Minor amendments to text and objectives/policies throughout the written statement to refer to the National Planning Framework and the Regional Spatial and Economic Strategy.

Accompanying Proposed Variation No.2 is:

A Planning Report; A Strategic Environmental Assessment (SEA) Screening Report in accordance with the SEA Directive (DIR 2001/42/EC) and

pursuant to the Planning and Development (Strategic Environmental Assessment) Regulations 2004-2011; and Appropriate Assessment (AA) Screening Report in accordance with the requirements of Article 6(3) of the EU Habitats Directive (DIR 92/43/EEC). A copy of the SEA Screening and AA Screening Reports are available for public inspection with the proposed variation.

Public Display:

The proposed Variation No. 2 to the Fingal Development Plan 2017-2023 along with accompanying documents are being placed on public displayand may be inspected from Friday 10th January 2020 to Friday 7th February 2020 (both dates inclusive) during normal opening hours (Monday to Thursday 9am to 5pm and Friday 9am to 4.30pm) at Fingal County Council Offices at County Hall, Main Street, Swords, Co. Dublin, at Fingal County Council Civic Offices, Grove Road, Blanchardstown, Dublin15 and Fingal County Council’s Offices, George’s Square, Balbriggan, Co. Dublin, and in Fingal Branch Libraries during normal opening hours for each library. Submissions or observations can be made in writing no later than 5.00pm on 7th February 2020, as follows:

LATE SUBMISSIONS WILL NOT BE ACCEPTED.

Submissions should be in ONE medium only i.e. in hard copy or online or E-mail. Submissions should include the full name and address of the person making the submission, details of organisation, community group or company represented where relevant. Children or groups or associations representing the interests of children are entitled to make submissions or observations to the proposed Variation.

Submissions should be clearly marked – Proposed Variation No. 2 Fingal County Development Plan 2017-2023.

Any written submissions or observations made to the Planning Authority from 10th January 2020 to 5.00pm on 7th February 2020 in respect of the proposed Variation and associated screening for Strategic Environmental Assessment and Screening for Appropriate Assessment will be taken into consideration before the making of the Variation.

Important Note Regarding Submissions:

In accordance with Section 13(3A)(a) of the Planning and Development Act 2000, as amended, written submissions or observations received byFingal County Council for this variations shall be published on the website of the authority within 10 working days of its receipt by Fingal County Council.
