PROPOSED AMENDMENT TO THE ROAD TRAFFIC (SPECIAL SPEED LIMITS) (COUNTY OF FINGAL) BYE-LAWS 2020 – QUAY STREET L-1226 AND SHARED SURFACES AT BALBIGGAN HARBOUR, BALBRIGGAN CO. DUBLIN. (SECTION 9 – ROAD TRAFFIC ACT 2004)

PROPOSED AMENDMENT TO THE ROAD TRAFFIC (SPECIAL SPEED LIMITS) (COUNTY OF FINGAL) BYE-LAWS 2020 – QUAY STREET L-1226 AND SHARED SURFACES AT BALBRIGGAN HARBOUR, BALBRIGGAN CO. DUBLIN

Fingal County Council hereby gives notice of proposed amendment to Road Traffic (Special Speed Limits) (County of Fingal) Bye-Laws 2020 - Quay Street L-1226 and Shared Surfaces at Balbriggan Harbour, Balbriggan, Co. Dublin.

In accordance with Section 9 of the Road Traffic Act 2004, and in the interest of road safety, the Proposed Amendments to the ‘Road Traffic (Special Speed Limits) County of Fingal Bye-Laws 2020’ have been prepared as follows:  

It is proposed to decrease the Speed Limit on the road as described below (from coordinates (ITM) – Point A 53 36 36.4N 6 10 50.1 W (Quay St) -  Point B  53 36 39.7 N   6 10 43.5 W (Harbour Rd) - Point C  53 36 39.6N 6 10 53.5W (George’s Hill) (which equates to a length of  360 metres) speed limit of 50km/h amended to 20km/h –Refer to Drawing Number 001 Quay Street L-1226 and Shared Surfaces at Balbriggan Harbour. 

This proposal to decrease the Speed Limit on this section of road is based on the following criteria: 

• Fingal County Council is seeking the reduction of an existing 50 km/h speed limit to a 20 km/h Special Speed Limit to align infrastructure performance with the changing nature of the Harbour Area in Balbriggan following the completion of the Quay Street Scheme.

• Current speed limit is 50 km/h.  

• The overall aim is to improve traffic safety for all road users while preserving access to existing residents and businesses.

• The enhanced Quay Street area features “shared facilities” where pedestrians, cyclists, and vehicles will use the same carriageway.  In such environments, the 20 km/h limit effectively shifts the hierarchy to give pedestrians clear priority of movement.

 Plans and particulars of the Proposed Amendment are available for inspection from Friday 17^th July 2026 to Monday 17th August 2026.

Representations in relation to the Proposed Amendment may be made in writing to the Road Authority, through the following two options only:  

• Online via the Council’s Online Consultation Portal   https://consult.fingal.ie/en/browse  

• By Post addressed to Administrative Officer, Town Regeneration Office, Economic, Community & Cultural Development, Fingal County Council Main Street, Swords, Co. Dublin, K67 X8Y2.

Submissions must be received no later than 4.30 pm on Monday 17th August 2026.

All comments submitted to the Council in regard to the Proposed Amendment to the ‘Road Traffic (Special Speed Limits) County of Fingal Bye Laws 2020’ will form part of the statutory report to be presented to the monthly meeting of Fingal County Council

Accordingly, the statutory report will list the persons or bodies who made the submissions or observations with respect to the proposed Amendments to the ‘Road Traffic (Special Speed Limits) County of Fingal Bye Laws 2020’ in accordance with the regulations of the Road Traffic Act 1994.

The submission will also be included in the minutes of that meeting and consequently will appear on the Council’s Website.  By making a submission the name of individual or bodies will appear on the statutory report and minutes of the meeting.
