Fingal County Council (“the Council”), pursuant to, inter alia, s.179 of the Planning and Development Act 2000, as amended (“the 2000 Act”), and Part 8 Planning and Development Regulations 2001, as amended (“the 2001 Regulations”), hereby gives notice that the Council proposes to carry out Local Authority Own Development at the above-mentioned location.
Description of the Development:
Fingal County Council (Environment, Climate Action & Active Travel Department) are proposing public realm improvements and active travel measures for Skerries Harbour Road and Red Island in Skerries including the following:
Skerries Harbour Road Public Realm Improvements:
Speed limit along Harbour Road reduced from 50km/h to 30km/h in line with National speed limit reviews.
Installation of raised treatment at the top of Harbour Road for traffic calming and new pedestrian crossings.
Widening of footpath on the eastern side of Harbour Road including new outdoor dining areas.
Remove substandard parking on Harbour Road and construct new seafront footpath.
Relocate parking from Harbour Road to new spaces at the top of the road and in Red Island car parks.
Set back the wall at Red Island Park to realign road, and construct on street parking and pedestrian facilities.
Combine the two pier entrances into one shared access for pedestrians, cyclists, and cars, with continuous surface treatment.
Relocate turnabout area from pier entrance to the first car park on Red Island.
Pedestrianise pier slip road with seating, landscaping, and bicycle parking; retain bollard-controlled pier access.
Construct drop-off zone at the entrance to the pedestrianized area on Harbour Road.
Install new public lighting along Harbour Road and underground existing overhead power lines.
Construct raised traffic calming ramp at harbour slip for boat and pedestrian crossings.
Upgrade Dorn Lane beach access with new surfaces and public realm enhancements.
Construct age friendly spaces and wheelchair accessible spaces in locations closest to destination areas.
Install 80 bicycle parking stands throughout scheme including cargo bicycle parking.
Construct new time-plated loading/parking bay on eastern side of Harbour Road.
Incorporate SuDS drainage with planting and native trees along Harbour Road.
All associated site and development works.
Red Island Loop Improvement Works:
Upgrade 1km path with segregated two-way cycling and walking facilities around Red Island / beachfront.
Enhance public realm areas with new landscaping, seating, picnic benches, and bicycle parking.
Install public lighting along Red Island Loop, excluding section east of the playground.
Construct new pedestrian links to Red Island car parks, swimming areas, and additional playground access.
Add SuDS features, including wildflower beds, bioswales, and rain gardens throughout Red Island.
Provide signage, line markings, and tactile paving for pedestrian and cyclist zones.
Red Island Car Parks - Remove stone dwarf walls and grassed islands and construct new turnabout area.
Reorganise and extend parking spaces, new surfacing, kerbing, line markings, and landscaping.
New pedestrian facilities, permeable paving (grass-block) parking spaces, footpaths with crossing facilities linking to Harbour Road, and reclamation of grassed areas for picnic spaces and bicycle parking at third car park on Red Island.
There are a number of protected structures within the environs of the proposed development (RPS No. 183 - Skerries Harbour, RPS No. 185-188 - No. 28-31 Harbour Road, RPS No. 189 – Skerries Martello Tower, RPS No. 190 – Slieve Donard, No. 12 Harbour Road, RPS No. 883 – Sea Wall & Mooring Posts, Harbour Road). The scheme will preserve these historic features within or adjacent the works boundary, with no specific works proposed to any protected structures and only minor sensitively designed alterations to the setting of the protected structures identified. Local Authority Own Development does not consist or comprise the carrying out of works to the exterior of a structure which is located within an architectural conservation area and the Local Authority Own Development would materially affect the character of the area concerned.
Fingal County Council will be providing new associated regulatory traffic signs in accordance with Section 95 of the Road Traffic Act 1961 (as amended).
Environmental Impact Assessment (EIA):
Having carried out a Preliminary Examination and an EIA Screening of the Local Authority Own Development (which comprises a sub-threshold EIA Development), and pursuant to Art.120(1B) of the 2001 Regulations, the Council has determined that there is no real likelihood of significant effects on
the environment arising from the Local Authority Own Development and concluded that an EIA is not required. Note: As per Art.120(3) of the 2001 Regulations, where any person considers the Local Authority Own Development would be likely to have significant effects on the environment, he or she may, at any time before the expiration of 4 weeks beginning on the date of publication of this Notice, apply to An Bord Pleanála for a screening determination as to whether the Local Authority Own Development would likely have such effects.
Appropriate Assessment (AA):
The Local Authority Own Development has undergone Appropriate Assessment (“AA”) Screening. Pursuant to Art.250 of the 2001 Regulations, the Council’s AA Screening has assessed, in view of best scientific knowledge, if the Local Authority Own Development, individually or in combination with other plans or projects, would be likely to have a significant effect on any European Site(s) in view of the said Site(s) Conservation Objectives. The Council’s AA Screening has determined that it can be excluded, based on objective information, that the Local Authority Own Development, individually or in combination with other plans or projects, would be likely to have a significant effect on a European site or sites. The Council has thus determined that the Local Authority Own Development would not be likely have a significant effect on any European Site and an Appropriate Assessment is not required. Note: As per Art.250(3) of the 2001 Regulations, where any person considers that Local Authority Own Development would likely have a significant effect on a European Site(s), he or she may apply to the An Bord Pleanála for a determination as to whether the Local Authority Own Development would be likely
have such significant effects and An Bord Pleanála shall make a determination on the matter as soon as possible.
