Draft Stephenstown and Folkstown Little Framework Plan

FINGAL COUNTY  COUNCIL HAS PREPARED A DRAFT FRAMEWORK PLAN FOR STEPHENSTOWN AND FOLKSTOWN LITTLE, BALBRIGGAN, COUNTY DUBLIN. 
FINGAL DEVELOPMENT PLAN 2023-2029

Notice is hereby given that Fingal County Council, being the Planning Authority for the area, has prepared a Draft Framework Plan for Stephenstown and Folkstown Little Balbriggan, Co. Dublin.

The Draft Stephenstown (FP 4.A) and Folkstown Little (FP 4.B) Framework Plan comprises a written statement and maps and is accompanied by:  

  • A Draft Strategic Environmental Assessment (SEA) Screening Report prepared in accordance with the SEA Directive (2001/42/EC) and in accordance with the Planning and Development (Strategic Environmental Assessment) Regulations 2004 (S.I. No. 436 of 2004) (as amended).
  • An Appropriate Assessment (AA) Screening Report pursuant to the Habitats Directive (92/43/EEC) and the Planning and Development Act 2000 (as amended).  
  • A Strategic Flood Risk Assessment (SFRA) and Sustainable Drainage Systems (SuDS) Strategy - pursuant to Section 28 of the Planning and Development Act 2000 (as amended).  

A copy of these documents may be inspected from Thursday 17th October 2024 to Friday 15th November 2024 (both dates inclusive) at the following locations:

  • Civic Offices, Grove Road, Blanchardstown, Dublin 15 (during normal office opening hours, Monday to Thursday 9.00a.m. - 5.00p.m. and Friday 9.00a.m.- 4.30p.m.)
  • County Hall, Main Street, Swords, Co. Dublin (during normal office opening hours, Monday to Thursday 9.00a.m. - 5.00p.m. and Friday 9.00a.m.- 4.30p.m.)

Submissions/Observations: 

Submissions or observations may be made in respect of the Draft Stephenstown (FP 4.A) and Folkstown Little (FP 4.B) Framework Plan and associated Environmental Reports from Thursday 17th October 2024 to Friday 15th November 2024. Submissions or observations must arrive no later than 23:59pm on the 15th November 2024. Please make your submission or observation by one medium only i.e. online or in writing. Clearly mark your submission as for the Draft Stephenstown (FP 4.A) and Folkstown Little (FP 4.B) Framework Plan.

Any submission or observation shall state your name, address and where relevant, the body or organisation represented. Children or groups or associations representing the interests of children are entitled to make submissions or observations to the proposed Framework Plan.  

All submissions or observations made fromThursday 17th October 2024 to Friday 15th November 2024 with respect to the Draft Stephenstown (FP 4.A) and Folkstown Little (FP 4.B) Framework Plan and associated environmental reports will be taken into consideration by the Council before the making of the Framework Plan. 

The details including the names of those making submissions may be shared with relevant Council Departments or their agents involved in the making of the Framework Plan and may form part of reports linked to the making of the Framework Plan. 

The Chief Executive’s Report on submissions and observations received will include the names of those who made submissions or observations and will be included in the minutes of that meeting and subsequently published on the Fingal County Council website. 

Information Day 

Members of the public and other interested groups are invited to attend the following drop-in public information session regarding the content of the draft Framework Plan:

  • Our Balbriggan Programme Office, St. George’s Square, Balbriggan –Wednesday 30th October 2024 from 4.00 p.m. – 7.00 p.m.

Strategic Environmental Assessment (SEA): 

In complying with SEA Directive (2001/42/EC) and the Planning and Development (Strategic Environmental Assessment) Regulations 2004 (as amended) Fingal County Council is carrying out Strategic Environmental Assessment Screening for the Draft Stephenstown (FP 4.A) and Folkstown Little (FP 4.B) Framework Plan. A Draft Strategic Environmental Screening (SEA) Report has been prepared and will be subject to statutory consultation in accordance with the European Communities (Environmental Assessment of Certain Plans and Programmes) Regulations 2004 (S.I. No. 435 of 2004).

Appropriate Assessment: 

A Screening for Appropriate Assessment has been carried out for the Draft Stephenstown (FP 4.A) and Folkstown Little (FP 4.B) Framework Plan in accordance with the requirements of Article 6 of the EU Habitats Directive 92/43/EEC. Fingal County Council has determined that a full Appropriate Assessment is not required in this case.
